
142 Clinton: MEPA History
The Environmental Notification Form (ENF) was submitted on September 15, 2022 and appeared in the MEPA Monitor on September 23, 2022. A site visit was conducted onsite October 4, 2022. The comment period closed on October 13, 2022 with the Secretary’s certificate issued on October 24, 2022.
A Notice of Project Change (NPC) filed concurrently with this DEIR removes the ENF proposed building at Site B, 274 & 378 Holden Street. Although Site A and B are not abutting or connected in any way, at the time of the filing of the ENF, both projects would have been improved by a MassWorks grant application to extend the Shrewsbury sewer line to benefit the Project. The MassWorks grant was only funded $300,000 for design of the wastewater system. The Project proponent is funding and constructing the sewer line along Holden Street to the Project site (formerly Site A), while Site B is no longer on the same construction timeline.
It is important to note that a future potential project at site B will require the same MEPA review of an Environmental Impact Report (EIR.)
This DEIR builds upon the information in the ENF and presents in accordance with 301 CMR 11.07 and the Scope a complete, stand-alone, and definitive description and analysis of the Project and its alternatives, an assessment of its potential environmental and public health impacts, and mitigation measures sufficient to allow a participating Agency to fulfill its obligations in accordance with M.G.L. c. 30 -- 61 and 62K, and 301 CMR 11.12(5).
