• The Project site (formerly Site A in the ENF) is located north of Route 290 and east of Route 70/Clinton Street within the northwest corner of Shrewsbury on previously disturbed land due to the gravel mining and material storage operations historically conducted at the Site . Street frontage and access occur along the western property boundary of Route 70/Clinton Street. Materials are transported on Route 70/Clinton Street and internal accessways to Worcester Sand & Stone for processing. Gravel access paths currently extend between the two parcels. Under the Preferred Development Plan, these access paths will be eliminated for truck use or modified to support utility and stormwater maintenance.

    Scattered piles of sand, stone, topsoil, and granite, along with trailers and equipment, are located throughout the 102.3-acre site. There are parking areas along the Route 70/Clinton Street Site access point, and a network of internal access roadways crisscross the site, including a north-south access road that extends along the eastern edge of Lot A into Worcester Sand & Stone. Parking and primary internal roadway surfaces are comprised of reclaimed asphalt and gravel. Scattered swales and storm water collection areas occur throughout the site along these access roads to control storm water run-off. Site topography generally descends southerly across the site.

  • Interstate Crossing Industrial Park fulfills the Town of Shrewsbury’s goals for converting the substantial sized sand and gravel material storage land into a higher and better use of the property within one of the town’s designated Limited Industrial zoned parcels. The Project offers new employment opportunities, increases the town’s tax base, and provides Class A warehouse space needed in this corridor. The proponent estimates 300 construction jobs, 500 permanent jobs, and a net increase in yearly property taxes of $516,629, not including other municipal building fees and local option taxes.

    The Project consists of two new buildings, referred to as Building 100, 540,368± SF and Building 200, 381,360± SF. There are three paved access driveways proposed. The southerly and northerly driveways will be used for truck traffic leading to a combined 187 loading docks and 71 trailer storage spaces and the central driveway will be limited to vehicular traffic leading to 595 parking spaces.

    The Project will include landscape and hardscape improvements, including the installation of significant landscaping improvements to a site that is now primarily open gravel - new tree plantings buffering Route 70/Clinton Street, within the vehicle parking area, and on a raised centerline between the two buildings. Patios will be provided for each building for employee use.

    A robust stormwater management system includes rain gardens that will provide treatment and detention for the patio areas, a closed drainage system consisting of deep-sump hooded catch basins and manholes that will capture stormwater runoff to direct it to subsurface infiltration systems, forebays, and stormwater management ponds. There are no direct wetland impacts; however, a Notice of Intent (NOI) was filed with the Shrewsbury Conservation Commission on February 2, 2024, for work in the wetland buffer zones on the west and east sides of the Project.

    Heat island mitigation includes a split building allowing airflow from predominantly westerly and southwesterly summer winds, a light colored roof membrane to reflect the building from summer sun, a hybrid heating/cooling system, and weatherization exceeding present building code regulations. 80% of the roof top is solar ready and 10% of parking spaces are EV ready including 10 spaces at each building with EV charging stations.

    Infrastructure improvements include associated utilities and site lighting designed in accordance with the latest IES Standards and qualify as Dark Sky compliant. Seven (7) separate retaining walls of varying lengths and heights are proposed throughout the site to accommodate grade changes and reduce impacts on natural forested areas.
